Settlement Money Seemingly Spent on Everything But Prevention

Proceeds from the 1998 nationwide tobacco settlement have been spent on improvements on a race track in Virginia and a golf-court sprinkler system in New York, but only 3 percent of the $250-billion fund has been spent on antismoking campaigns. Read more from this post.
