Two New Tools for Measuring Income and Poverty

The 29th Annual APPAM Fall Research Conference
A Special Pre-Conference Research Workshop
Wednesday November 7, 2007 1:00 – 4:30 p.m.

A half-day workshop focusing on new web-based tools for developing poverty measures.

The UMD/AEI Poverty Tabulator and the Census Bureau’s Current Population Survey (CPS) Table Creator are introduced and demonstrated using hands-on exercises.

Important: Workshop attendees are expected to bring their own laptop computers (with about 6.2 GB available to install and run the program), as well as a printed copy of the user's guide, available from www.welfareacademy.org. There is a registration fee of $30 in advance and $40 onsite to attend this special workshop. For more information and registration, visit http://www.appam.org/conferences/fall/dc2007/measuring_poverty.asp.

Chair: Cynthia Glassman, Under Secretary for Economic Affairs, U.S. Department of Commerce

Panelists: Douglas Besharov, University of Maryland and AEI; and David Johnson, U.S. Census Bureau

Technical Instructors: John Coder, Sentier Research; Gordon Green, University of Maryland and AEI; and Charles Nelson, U.S. Census Bureau

This workshop introduces two tools developed as an outgrowth of a year-long project of the University of Maryland’s School of Public Policy, conducted in association with the American Enterprise Institute (AEI), the U.S. Census Bureau, the U.S. Dept. of Commerce, and the U.S. Dept. of Health and Human Services.

The UMD/AEI Poverty Tabulator (designed by John Coder of Sentier Research) is a Java-based computer program that enables users to generate poverty estimates from 1968 to 2006. Users can specify the unit of analysis and the definition of income. The data can be displayed by demographic, social, and economic characteristics and tabulations can be downloaded into an Excel spreadsheet to perform additional calculations. (Copies of the software and data sets will be provided to participants.) To learn more about the UMD/AEI Poverty Tabulator, go to www.welfareacademy.org.

The Census Bureau’s CPS Table Creator allows users to create tables showing income and poverty statistics by demographic, social, and economic characteristics, for survey years 2003 – 2006. Building on the existing CPS Table Creator, the Bureau has developed a web-based tool that provides users a way to explore alternative income and poverty measures by choosing income definitions, poverty thresholds, consumer price adjustment factors, etc. To learn more about the CPS Table Creator, go to www.census.gov/hhes/www/cpstc/cps_table_creator.html.

After introductory descriptions of both tools, the workshop will divide into breakout groups for hands-on demonstrations and user exercises. At 3:45 p.m., Mollie Orshansky will be honored with short talks and a reception. Speakers will include: Charles Louis Kincannon, director, U.S. Census Bureau; Gordon Fisher, U.S. Department of Health and Human Services; Timothy Smeeding, Syracuse University; and Renee Miller, U.S. Department of Energy. (There will be light refreshments and a cash bar.)

Co-sponsors of this workshop are the Welfare Reform Academy, University of Maryland/American Enterprise Institute; National Poverty Center, University of Michigan; Institute for Research on Poverty, University of Wisconsin; and U.S. Census Bureau.
